The Syria conflict, with no end in sight, has displaced more than 13.5 million Syrians from their homes. Jordan estimates that there are 1.4 million Syrians within its borders, with 658,101 of them registered as refugees with the United Nations High Commissioner for Refugees (UNHCR) as of 5 April. Most (80%) of these live in urban areas, but 53,914 refugees are registered as living in Azraq, one of five refugee camps. Among refugees in Jordan, there are numerous indications that the protection environment is in a downward spiral, as basic needs go unmet and girls, boys, men and women seeking to cope are at risk.

Expected Results

ER1: Most vulnerable urban refugees are aware of their rights and are able to meet legal requirements to enter the labour market.

ER 2: Improved access to and participation in the labour market for vulnerable refugees and host Jordanians, especially women.

ER 3: Increased economic participation and ability to secure dignified, sustainable livelihoods for vulnerable refugee camp women.

Target group/participants

This project will target a total of 3,662 direct participants, thereof 3,315 Syrian refugees, 347 host community members.  In addition, 15,000 Syrian refugees will be reached via targeted media campaigns. Syrian refugees will be targeted as they visit CARE community centres in Amman, Zarqa and Azraq camp or as they are identified by CARE outreach teams that visit hard-to-reach areas or those unable to visit the centres due to disability, age or other hardship. Vulnerable Jordanians will be referred by the National Aid Fund (NAF), through partner CBOs and CARE case managers who maintain a database of vulnerable Jordanians and their needs. The participants will have their needs assessed again by CARE to confirm their vulnerability.
