In 2019, the Humanitarian Needs Overview estimates that 11.7 million people are in humanitarian need in Syria. 5 million people are in acute need, facing life-threatening needs and more severe forms of deprivation in terms of their security, basic rights and living conditions. 5 million in need are children. Coping mechanism, such as child labour -preventing school attendance- and early marriage were identified in 80% and 45% of assessed communities respectively. Over 800,000 people are living in internally displaced persons (IDP) sites, 25% do not receive sufficient shelter and NFI assistance, and 34% do not receive sufficient food assistance. Shelter and WASH needs have increased from 2017 – 4.3 to 4.7 million, and 12.1 to 15.5 million respectively. Displaced women and girls, specifically those living in camps, shelters and informal settlements are particularly at risk. With recently regained territory, an estimated 65% of the population in need is now in GoS controlled areas where access is difficult.

Results and Activities

ER 1: Vulnerable women, men, girls, and boys receive support to address immediate needs.

• Conduct multi-sectoral needs assessments in target areas
• Strengthen local partners‘ capacity to effectively respond to humanitarian needs
• Coordinate with other response actors
• Conduct market assessment to determine transfer modalities in targeted locations
• Distribute in-kind kits, voucher and cash support (including RTE, HK, FB, cash, and shelter kits)
• Provide access to improved WASH services through water trucking, hygiene promotion, maintenance of WASH infrastructure, establishment of WASH Management Committees and solid waste management in IDP camps and informal settlements
• Distribute winterisation support
• Rehabilitation/ Maintenance and upgrading of water and sanitation facilities in IDP camps and informal settlements
• Hygiene promotion activities through door to door or community sessions in IDP camps and informal settlements
• Cash for work to support latrine cleaning and garbage collection

ER 2: Most at-risk women, men, girls and boys have improved information on and access to specialized protection services

• Undertake protection monitoring and regularly share reports with protection cluster
• Provide outreach awareness sessions to individuals and protection outreach committees
• Provide PSS activities for vulnerable women, men, girls and boys
• Provide individuals with case management services
• Provide Protection and gender mainstreaming training including PSEA, CS and GAP to CARE partner staff, ECHO partner staff, and CARE focal points
• Establish new community committees as protection focal points or refresh existing ones

ER 3: Provide immediate protection, health and basic needs for people in transit within 72 hours

• Distribution of survival kits (household size) to vulnerable women, men, girls and boys who are in transit.
• People in transit in need of specialised assistance refered to appropriate services.
