The inter-communal conflict between the Amhara and the Qemant communities started in November 2018. The conflict led to the displacement of tens of thousands of people in western and central parts. In the violence, unspecified numbers of people were killed, and properties damaged, including 4,360 burned houses. According to the central Gondar zone administration, there are more than 50,000 internally displaced persons (IDPs) in Central Gondar.

The number of women and children displaced is higher than the number of men. Women and children are the worst affected in this displacement, as they have been physically attacked, sexually abused and psychologically distressed. Cases of Sexual-Gender-Based Violence (SGBV) including rape have been reported in all sites in Central Gondar.

Health facilities are not adequately equipped to respond to cases of GBV, including the clinical management of rape (CMR). The police are not trained and, therefore, likely to re-traumatize survivors.

Activities

• Facilitate targeting, verification and registration of beneficiaries for unconditional cash transfer
• Conduct unconditional multipurpose cash transfer to targeted IDP households
• Conduct post distribution monitoring to verify the effectiveness of the cash transfer

• Undertake GBV consultations and map referral pathways for access to GBV services
• Train frontline service providers on clinical management of rape
• Train customary courts, police force, Women and Children Affairs office, disaster risk management staff, local administration and other security units in appropriate GBV response and protection against sexual exploitation and abuse (PSEA)
• Provide personal hygiene materials to reproductive-aged IDP women and girls

Participants

A total of 2,535 households from the three IDP sites (Arbaba, Tikil dingay and Ayimba) will receive unconditional cash transfer. 600 individuals (300 women and 300 men) will participate in GBV consultations, 36 health officers/nurses/health practitioners (in 12 woredas) will be trained in clinical management of rape to be able to deliver compassionate, confidential and competent clinical care to survivors of sexual violence. 75 officials will be trained in appropriate GBV response and PSEA. In addition, 2,000 women and girls will receive dignity kits.
