Armed-conflict, insecurity, and violence have affected Cabo Delgado since 2017. Driven by ideological, economic and climate-related factors, conflict is expected to continue to impact northern Mozambique for the foreseeable future. Violence against civilians and civilian infrastructure, arson, and looting by non-State armed groups as well as criminal activity have led to the destruction of homes, livelihoods, markets and basic services and exacerbated structural and developmental challenges, resulting in extreme levels of suffering for girls, boys, women, and men. The situation in northern Mozambique is characterized as a Protection crisis. The deteriorating humanitarian situation has exacerbated existing vulnerabilities related to gender, age, and disability. 55% of internally displaced persons (IDPs) are under 18, and 15% have a disability. Girls are particularly vulnerable and are being married off at an alarmingly high rate. 

Expected Results

ER 1: Increased access to Gender-based violence (GBV) and Child Protection (CP) services for newly displaced conflict- and disaster-affected girls, boys, women, and men. 

ER 2: Increased availability of environmentally sensitive shelter assistance for conflict- and disaster affected girls, boys, women, and men in northern Mozambique. 

ER 3: Increased availability of gender- and age-responsive, conflict and environmentally sensitive WASH assistance for conflict-affected populations in northern Mozambique. 

ER 4: Enhanced national and local conflict preparedness and protection (CPP) and disaster preparedness (DP) for women, men, girls and boys. 

ER 5: Enhanced capacity to rapidly respond to emerging shocks occurring across Mozambique through access to a crisis modifier. 

ER 6: Enhanced prevention, mitigation and response to exploitation and abuse against children (especially due to family separation and
child recruitment)

Main Activities

• Provide gender- and age-responsive GBV response services and sexual exploitation and abuse prevention from women and girls safe spaces. 
• Support community-based gender- and age-responsive GBV prevention and response measures. 
• Provide gender- and age-responsive mental health and psychosocial support through the establishment of child friendly spaces and the delivery of recreational activities. 
• Provide Family Tracing and Reunification of Unaccompanied and Separated Children and case management. 
• Facilitate birth registration and civil documentation for children. 
• Conduct gender- and conflict-sensitive CP monitoring. 
• Establish gender- age- and disability inclusive Accountability and Protection Mainstreaming community consultation and feedback/complaints/reporting processes. 
• Conduct and disseminate shelter assessments, including environmental shelter screenings. 
• Distribute Emergency Shelter non-food items (NFI) Kits containing essential life-saving and shelter/NFI items to IDPs in resettlement sites that meet gender- and age-specific needs and can be reused, recycled or safely disposed of. 
• Distribution of emergency shelter materials and essential NFIs to conflict affected IDPs through the Shelter Cluster pipeline. 
• Facilitate participatory research to better understand the environmental impact of Shelter materials, including the extent that single use plastics are re-used and recycled. 
• Support the establishment of gender-balanced construction committees and train members.
• Support community led construction of transitional shelters (with zinc roof sheeting) for the most vulnerable households.
• Support roof rehabilitation of emergency shelters in transition sites and displacement sites.
• Support community led construction of type C emergency shelters in displacement sites and new return areas.
• Conduct pre- and post-construction user surveys.
• Actively participate in operational coordination with ECHO-funded consortia to ensure effective response of first line, second line and EiE response.
• Distribute Light Hygiene Kits containing essential life-saving WASH items to IDPs in resettlement sites that meet gender- and age-specific needs and can be reused, recycled or safely disposed of. 
• Conduct gender- and age-responsive hygiene promotion campaigns, with environmental protection concerns mainstreamed. 
• Support community-led improved latrine construction.
• Facilitate borehole construction and rehabilitation.
• Facilitate improved well construction and Water Point Committee (WPC) training.
• Conduct water quality monitoring and build capacity of local authorities in water quality testing.
• Conduct a baseline CPP assessment on local conflict-related protection needs, safety measures, and coping mechanisms. 
• Develop national and local capacities to conduct conflict hazard disaster risk reduction/DP through the generation of protocols, tools, safety messages, and training plans in partnership with INGD, and the provision of Training of Trainers for INGD and local actors. 
• Facilitate CPP training and awareness raising sessions in at-risk areas and communities, including the evaluation of action’s impact. 
• Develop and disseminate graphical, video, and audio CPP safety messages and content targeting at-risk and conflict-affected communities. 
• Preposition NFI kits containing items that address gender- and age-specific needs and can be reused, recycled or safely disposed for distribution by all ECHO partners. 
• Contribute to inter-agency multi-sector Rapid Needs Assessments in coordination with INGD, Clusters, and other relevant humanitarian responders. 
• Rapid delivery of environmentally sensitive Shelter/WASH NFIs. 
• Analyse and document of the deployment, effectiveness of the Crisis Modifier and produce lessons learned.
• Provide cash assistance to the most vulnerable girls and boys for their protection.
