Armed-conflict, insecurity, and violence have affected Cabo Delgado province since late 2017. Violence against civilians and civilian infrastructure, arson, and looting by non-state armed groups (NSAG) as well as criminal activity have led to the destruction of homes, livelihoods, markets, and basic services and exacerbated structural and developmental challenges, resulting in extreme levels of humanitarian needs and protection risks for girls, boys, women, and men.

 Expected Results

1. Recovered livelihood options for conflict and displacement affected women and men in Ancuabe and Quissanga districts.
2. Strengthened community mechanisms for psychosocial support and gender-based violence (GBV) prevention and response in Anucabe and Quissanga districts.
3. Improved access to safe water, hygiene products, and sanitation (WASH) for conflict and displacement affected women, men, girls, and boys in Ancuabe and Quissanga districts.
4. Enhanced capacity to provide rapid, gender-sensitive response to emerging shocks occurring accross Mozambique through access to a crisis modifier.

Main Activities

• Conduct Combined Baseline Assessment and Rapid Participatory Livelihood Assessment (including market assessment)
• Provide capacity building sessions on implementing a livelihood program, including refresher training on Village Saving Loan Association (VSLA) in Emergencies methodology for the local implementing partner and CARE staff as needed
• Conduct a Gender Analysis for the specific project locations (up-dating previous Rapid Gender Analyses (RGAs)) with special focus on power dynamics
• Training on climate smart farming techniques and viable off farm income generating activities.
• Distribution of farm and off-farm livelihood inputs.
• Formation and training of VSLA groups, including distribution of VSLA toolkits
• Provision of entrepreneurial skills training
• Identification and development of joint business plans
• Provision of start-up grants/seed capital (1,600 EUR per joint business)
• Research on Women’s Economic Empowerment in conflict through VSLAs
• Mobilization of community members for GBV prevention and response.
• Establishment of Community Mental Health Volunteer (CMHV) systems.
• Training on Women Lead in Emergencies (WLiE) for project staff using CARE’s Rapid Gender Analysis on Power and Participation (RGA-P) methodology.
• Mobilization of women’s groups to participate in the WLiE pilot.
• Facilitation of reflection sessions on social norms relating to gender, participation, leadership and decision-making.
• Support for the co-design and implementation of WLiE group action plans.
• Rehabilitation/construction of boreholes.
• Rehabilitation/construction of water and sanitation infrastructure in schools and health centres
• Establishment and training of gender balanced Water User Committees.
• Distribution of menstrual hygiene management (MHM) items
• Dissemination of MHM messages.
• Warehousing of pre-positioned gender- and age-specific, environmentally friendly WASH and shelter non-food items (NFIs).
