Across Syria, conflict and displacement-affected communities struggle to cover their most basic needs. Protracted needs are exacerbated by recurring emergency situations (emergency within the emergency), such as massive and repeated displacements, siege or severely restricted access, indiscriminate violence that heavily affects civilian lives, livelihoods and infrastructure such as barrel bombing and heavy shelling, and harsh weather conditions e.g. snow storms, causing severe to life-threatening situations with extreme needs and protection concerns, and massive displacement.

Results and Activities

ER 1: Vulnerable women, men, girls, and boys affected by acute emergencies have access to multi-sector emergency support that addresses their most pressing needs including WASH, food, non-food items, and protective shelter through a strong, coordinated rapid response mechanism (Whole of Syria).

Monitor the situation on the ground to identify potential emergencies, and alert relevant partners for subsequent assessments and rapid response (Whole of Syria).
Conduct rapid needs assessments (RNA) (Whole of Syria).
Further develop harmonized data collection tools and shared data storage system, and build user capacity (Whole of Syria).
Facilitate operational (flexible, efficient, ad-hoc) coordination with other response actors (Whole of Syria).
Advocate for the right of vulnerable populations to receive humanitarian assistance and to be protected from violence and other forms of harm (Whole of Syria).
Strengthen local partners‘ rapid response capacities (Whole of Syria).
Distribute multi-purpose vouchers or cash (North Syria).
Distribute in-kind support (NFIs, food, water) (Whole of Syria).
ER2: Vulnerable women, men, girls, and boys have improved access to water, sanitation and hygiene (North Syria).

Provide essential water access, and improved water quality at community and household level (North Syria).
Distribution of essential WASH NFIs and hygiene promotion through outreach (North Syria).
ER 3: Vulnerable women, men, girls, and boys have improved access to shelter (South Syria).

Rehabilitation of collective shelters, including WASH facilities (South Syria).

Community-based protection outreach activities through community mobilization (North and South Syria).

Protection mainstreaming through Ad hoc distribution of locks, solar lamp, and partition to mitigate GBV risks, and capacity building (North Syria).
Providing PSS activities for vulnerable women, men, girls and boys and survivors of specific protection violations and referral services for life-saving (North and South Syria).
