The Syrian conflict, now in its 13th year, coupled with the 2023 earthquakes, has led to widespread devastation, affecting over 13.2 million people, including 6.8 million internally displaced. There is a critical water crisis, exacerbated by drought, damaged, unreliable and inequal access to water infrastructure. There is extensive damage to civilian infrastructure, deteriorating socioeconomic conditions, and an upsurge in violence.

2. Women, girls, men, and boys have access to quality, context-tailored, and timely GBV response, prevention, and risk mitigation services  
3. Empowering conflict and EQ impacted communities through Income Generation Initiatives 
4. Vulnerable affected populations have access to increased food security and reduce the gap in food consumption and negative strategies  
5. Vulnerable people have adequate support to address their winterization needs  
6. Humanitarian response actors effectively coordinate interventions and have sufficient capacity and skills to respond to community needs  
7. Vulnerable people have adequate access to WASH services and improved hygiene practices 
8. Vulnerable people have access to winterization assistance  
9. Sudden onset needs are responded to adequately and timely  

Main Activities  

• Ensuring adequate, safe water supplies through activities such as water system rehabilitation and maintenance, water trucking, and distribution of water storage  
• Provision of solid waste management through garbage collection service, cleaning campaign and distribution of garbage bins  
• Provision of desludging services, rehabilitation of sanitation and drainage systems and installation and maintenance of latrines/ hand washing stations  
• Establishment of WASH Management Committees  
• Promote safe hygiene behaviours, focusing on how to mitigate the spread of cholera and distribution of soap  
• Provision of GBV case management services for GBV survivors (including integrated cash/in-kind assistance) and reinforced referral pathways  
• Provision of psychosocial support (PSS) through individual counselling  
• Provision of Legal awareness and counselling  
• Provision of GBV prevention activities   
• Conducting of Community Based GBV risk mitigation activities  
• Provision of recovery grants to semi-functioning businesses and business coaching and mentoring under Income Generation Program  
• Provision of apprenticeship opportunities  
• Provision of cash for food and winterization assistance  
• Establish CARE surveillance and alert mechanism to monitor hazards  
• Monitor scenarios and specific triggers per scenario (displacement, cholera/WBD/contamination, drought, freezing temperatures)  
• Pre-positioning of cash and in-kind suppliers, and delivery of those as triggers are met
