From 29 March to 4 April, heavy rains across the country have caused flash floods and landslides, the worst floods in 50 years. A total of 8 municipalities were affected, with the capital Dili and the surrounding low-lying areas hardest hit.

On 8 April, the Government of Timor-Leste declared a state of calamity in Dili for a period of 30 days and requested for international assistance to the flood response. The state of calamity was extended by another 30 days.

Expected Results

ER 1. Rehabilitation of safe and dignified shelter for flood-affected communities.

Main Activities

• Identification, assessment and selection of 200 households and distribution of rehabilitation assistance
• Conduct community and stakeholder consultation and conduct a rapid market assessment, a rapid gendered shelter assessment based on CARE’s RGA, aligned with CARE guidelines an adapted to the context
• Produce and distribute Information, Education, Communication (IEC) material
• Conduct reflections workshop with staff, partners and community members

Participants

CARE will support 200 (1,140 people) households in Dili, the capital of Timor-Leste affected by the Easter floods to rebuild and repair their homes. CARE will conduct flood awareness and risk communication awareness raising to 103,000 households (587,100 people) in 13 municipalities who will each receive a copy of CARE’s long-standing Lafaek educational magazine with shelter outreach information and disaster preparedness and awareness raising on floods.
