A full-scale invasion of Ukraine in 2022 sparked a profound humanitarian crisis with over 30,000 civilian casualties and millions of people displaced. Public infrastructure and residential areas have been destroyed, creating a dire need for basic services and humanitarian assistance among the civilian population. 

CARE aims to address immediate protection concerns and strengthen the resilience of vulnerable women, men, girls, and boys in rural and urban areas of Svyatohirs’k, Pokrovsk, Mykolaivka, and Sloviansk located in Kramatorskyi and Pokrovskyi raions of Donetsk oblast (Eastern Ukraine) through an integrated protection and livelihood response. 

Expected Results  

ER 1: The most vulnerable women, men, girls, and boys among displaced and frontline communities in Eastern Ukraine have access to protection services including gender-based violence (GBV) case management, referral services and gender-sensitive counseling.  

ER 2: The most vulnerable women among the displaced and frontline communities have improved access to safe, inclusive and multi-sectoral employment opportunities. 

ER 3: Increased capacity of emergency response through the activation of the crisis modifier.

Main Activities

• Strengthen, coordinate, and provide information sharing with women and girls, men and boys on basic services available (such as food, health, shelter and protection). 
• Establishing/Supporting Community-Based Protection mechanisms. 
• Establish/Provide support to existing Community Centres (CC) and mobile outreach teams 
• Providing psychosocial services to conflict-affected populations, including children, Persons with specific needs, and GBV survivors. 
• Provide individual protection assistance and case management through CCs and outreach teams. 
• Provide training to core project and frontline staff on GBV Core Concepts, case management and other protection related services. 
• Organizing group sessions on self-help techniques for individuals in the workforce and awareness-raising sessions on inclusive hiring practices and Preventing Sexual Harassment, Exploitation and Abuse (PSHEA) policy development for local businesses. 
• Organize a series of sessions on raising awareness on State Employment Services available, and soft skills for job seekers. 
• Organize a series of mentorship sessions for women groups on resilience and leadership skills for income-generating activities. 
• Prepare, identify and secure new location for the community center 
• Transportation and setup of new community center to ensure operational readiness 
• Ensure the provision of protection and livelihood service continuity
